Abstract

This case study from Atlantic Technological University (ATU) outlines the development of ALTITUDE – The National Charter for Universal Design in Tertiary Education (December 2022–June 2024). Led by the ATU UDL Centre of Excellence with national partners, the project produced three key outputs: the ALTITUDE Charter, a Position Paper/Technical Report, and an updated Toolkit for Inclusive Higher Education Institutions to support implementation. The development process involved extensive national consultation, including expert groups, stakeholder dialogue, focus groups, and over 1,300 learner survey responses. The Charter provides a systemic roadmap for embedding universal design across the tertiary sector.
