Abstract

The Review of the Irish National Framework for Student Success in Higher Education (July 2025) presents the findings and strategic recommendations of an Expert Group commissioned by the Higher Education Authority to evaluate the implementation and impact of the national student success framework originally published in 2019. Drawing on extensive desk-based analysis, stakeholder consultations, and written submissions, the review assesses how higher education institutions have interpreted and acted upon the original framework and its accompanying toolkit. While there remains strong sector-wide commitment to student success, the review identifies challenges in translating broad principles into coherent institutional strategies and operational practices. It highlights the need for a shared, inclusive understanding of student success that extends beyond academic attainment to encompass personal growth, well-being, and societal contribution. The report outlines three strategic themes—understanding student success, establishing formal strategies, and building sector capacity—and offers clear, action-focused recommendations for higher education institutions and the HEA to embed evidence-informed, student-centred approaches across policy and practice. The review aims to support sustained advancement in student success, foster meaningful engagement with students, and strengthen collaborative capacity within the Irish higher education sector.
